The Riverside City Council met at 6:30 pm on Monday July 19, 2010 at Riverside City Hall. Mayor McDole requested roll call with the following members present: Todd Yahnke, Rodney Waldschmidt, Kevin Keine and Betty Kaalberg. Ralph Schnoebelen was absent. Motion by Yahnke, seconded by Kaalberg to approve the agenda. Approved 4-0. Motion by Kaalberg, seconded by Yahnke to approve Dan Uitermark’s building permit. Approved 4-0. No citizens spoke during citizen time.
Motion by Kaalberg, seconded by Kiene to approve Resolution # 07192010-2 Renewal of Realtors Agreement to List the Cities Commercial Property of Eastside Commercial Park Lots 2 & 3 with Ken Kucera. Roll Call: Ayes: Yahnke, Kaalberg, Kiene and Waldschmidt. Nays: None. Approved 4-0. Motion by Yahnke, seconded by Waldschmidt to approve Resolution # 07192010-1 Pay Estimate # 2 for Municipal Pipe & Tool in the amount of $ 17,483.13 for work on the INI project. Roll Call: Ayes: Waldschmidt, Kiene, Kaalberg and Yahnke. Nays: None. Approved 4-0.
Thomas informed the council that registration for the Iowa League of Cities Conference has begun and asked if any council members plan to attend. Thomas and Leyden will attend and due to other obligations no council members will be attending.
Motion by Waldschmidt, seconded by Kaalberg to pass the second reading of Ordinance # 07062010-2 amending the Code of Ordinances for Chapter 99, Section 99.02 Sanitary Sewer Service Charges. When asked about the rates Waldschmidt said the increases were due to no increase in water or sewer rates for the past 15 years and his personal bill could increase by $9 a month. Thomas explained the sewer rate will now be the same as water rates. Citizens will be charged a $9 minimum billing for the first 1000 gallons of usage. This could increase utility bills from $3 to $9 a month depending on usage. Roll Call: Ayes: Waldschmidt, Yahnke, Kiene and Kaalberg. Nays: None. Approved 4-0.
There was discussion on ditches at 71 E 3rd Street and 90 E 4th Street. Both residents have ditches that are hard to maintain due to the steep grade of the ditches. At the July 6, 2010 council meeting Herrig was directed to meet with the homeowners and discuss what work needed to be done on each ditch. Herrig informed the council that the homeowner at 90 E 4 Street planned to rent a piece of equipment to mow off his ditch.
Herrig met with Jodi Kennedy at 71 E 3rd Street a second time and informed her that their ditch still was not what the council expected. Brian and Jodi Kennedy attended the council meeting to discuss the ditch. They informed the council they had been working on their ditch and wanted to know what else the council wanted done. Discussion followed on taking out the small trees, scrub brush and weeds. Kennedy’s said they think the ditch should be a shared responsibility since past councils have not enforced the ordinance.
Yahnke stated past owners have been sent letters to clean ditches but councils have not followed through. Waldschmidt said the council knows the ditch is a problem and it needs to be cleared then the city will re-grade both ditches which would make them easier to maintain. Kennedy had concerns regarding the height and removal of the trees saying, it is more than a homeowner should bear. Waldschmidt stated that other homeowner have taken care of their ditches but offered to clear cut their ditch on Saturday if they were willing to haul the brush out of the way. Kennedy’s accepted the offer saying they would be available and Yahnke indicated he would also help.
Motion by Kiene, seconded by Kaalberg to approve the expenditures.Approved 4-0. Kevin Engel gave an update on the INI project. Thomas requested a closed session with the council for her annual evaluation. The date was set for Thursday July 29, 5:30 p.m. at City Hall. Pre-employment physicals and drug screening was discussed. Thomas informed the council that Ann Menke’s CPA firm will review the 2009/2010 finances as they have done the previous two years.
During council input Kiene mentioned signage on Buckeye for “Kids at Play” and Herrig discussed additional signage for streets by the new school entrance/exit. Waldschmidt asked when the new street signs will be installed around town and Kaalberg asked whose responsibility it is to maintain weeds in sidewalks. Mayor McDole adjourned the meeting at 7:25 pm.
